Dodece, that's not entirely true though. The sales number in those regions are high because of imports of PS3s, but rather the availability of cheap consoles (PS2/PSP) already per-configured for piracy.
Despite that, Sony has still sold hundreds of thousands in markets such as Brazil, India, etc. that no else is reaching officially. Whether it is cost effective is irrelevant, as they are still selling, albeit in low numbers, regardless.
