Well those types of games would be combersome, but a decent number of the Wii U tablet uses were completely touch only for one player in multiplayer so that could easily be passed on to a tough screen on a phone without issue, again assuming that the latency allowed it.  Other uses were as a map or a better pause screen which like you mention would be more combersome but would still be doable.  I don't think I saw any use of Wii U where buttons and touch screen use were interchanged so quickly that it couldn't be done like you mention.  I'll have to read up on Zombi U though, perhaps that's one example.

In the next Fallout we can all use our very own Pipboy3000. Just need your phone/tablet and some rubberbands.

 

I would probably just do that for any game that makes use of it.
