To my knowledge, which may be inaccurate, this is the "human" form that Master hand takes when killed. Of couse this could be wrong, but he of course is not a playable character. As for that Mexican website, They were probably referring to the game Taboo: The Sixth Sense that was released on the NES. To my knowledge, the game has NO connection to the man pictured above.
