He's probably trying to say you need a CPU with some 10 teraflops to run UE4 properly right now, which is way beyond what we currently have even with top of the line Power PC architecture.
The 10 teraflops part is likely an overstatement, but the core of it is probably true, since Epic predicted console power to be way beyond what is currently presumed some years ago, and that's why they are desperately lobbying right now for MS and Sony to deliver in raw power, otherwise companies will keep using their current engines, only updated, instead of licensing their shiny but as of today unecessary UE4.
