30 FPS is indeed good if your PC can't handle 60 FPS with all the bells and whistles enabled. I prefer the higher FPS though over slightly higher anti-aliasing.

You are right. There are indeed some graphics options I wouldn't max instead of trying to achieve a higher framerate (60ish). I am usually perfectly fine with 4xAA and 8xAF.
