I don't think normal people actually care about such things. It's never had any affect on my state of happiness that the PS3 I bought in Thailand gets tracked to Hong Kong, that would be just silly.

I'm not American, but when I go to South America I see plenty of American tourists who travel there with no problems, and no-one seems to have any problems with America, indeed, a lot say they'd like to go there. Most South Americans aren't as narrow minded as you make out, just because many may not like the current US administration doesn't mean that they dislike America or Americans. They are educated enough to know the difference, although I expect 99%+ have no knowledge of console hardware trackers to even care about such an unimportant thing.
