If you want a real test, go see a doc. If you need to pay for it, consider moving to another country lol
17kHz is not very high, do some research. If you are not able to hear it (through reasonable speakers/headphones, obviously), it is most likely your fault because you didn't guard your ears; can be earphones (even "low" volume is bad for your ears), being cool in public loud places not guarding your ears with your hands or protectors, etc.
It's not just based on age. Sure, your range shrinks some (also in the low frequencies) but it's not a terrible thing unless you crucified your ears.
You can't undo it because the small hair things in your ears are gone/broken; better start guarding your ears, it's worth it.
