No if I read correctly the trade commision (forget which one I'm a little tried after working all night) has to finialize it (they have a day or two) then once finialized it goes to the president who has 60 some days to approve it so a ban can still be struck down in as little as 24-hours. Though since the judge handed in a verdict in favor of Motorola I think the German ban maybe able to go through now if an agreement isn't reached.
