Simple fact is that it really wasn't a compelling offering, and unless you've been that hard-up for any type of Twisted Metal update for the past decade, there's really no reason to pick it up.
Personally I wish they'd do an update of Destruction Derby with all the modern day physics... now that would be sweet.
