Maybe in the case of Oblivion. But if the specs of Xbox 720 and PS4 are conservative it will restrict multiplatform games in general, even their PC versions.

As long as there are mod tools that doesn't really matter, just look at Skyrim the game is designed arround the limitations of 7 year old consoles, and that shows. But there are mods that push it beyond most other games. With super high res textures, improved lighting etc. And by teaking ini files it is possible to push draw distance beyond the built in limits.
The lowest common denominator will soon be Tablets, Laptops and what devs can do in a web browser not consoles.

Some games are mod friendly but most multiplats aren't much improved on PC.
And there are stuff to graphics that are fixed to the lowest common denominator version of a game, such as geometry, polygons, bumpmaps and other stuff.

not fixed, just some devs don't bother making better versions, with next gen consoles I doubt that will be a major problem. Games look great anyway and they will look even better in the years to come. Not to mention with fully dynamic lighting and tesselation making games look better on stronger hardware will be easier as improving it will just be pushing up a slider in the engine.
