Well to be fair it wasn't just Epic asking for more RAM, Bethesda were also pushing hard and their programers threw a party when MS doubled the RAM. In fact one of the leads said he had never seen some of the programmers happier than that day lol. I am sure there were others as well.

No, the game would have been just as good a mod platform on PC if the 360 version was gimped by even shorter draw distance, longer load times and more stuttering.

Maybe in the case of Oblivion. But if the specs of Xbox 720 and PS4 are conservative it will restrict multiplatform games in general, even their PC versions.

I believe we need a strong lowest common denominator hardwarewise.
