They managed to release a Call of Duty port on the Wii. Considering the lower res of the handheld I see no problem with getting a CoD to work on Vita (other than manpower and time). I suspect they've been working on it for a while now and if Sony have had any influence, they'll be pushing for cross-platform play. Treyarch are quite a large studio, so it wouldn't surprise me if this does happen.
