Doubt it, spliting up an open world can be a big issue if not handled well. More likely there will just be a lot of DLC...

I doubt R* will make an incomplete game.....they are usually above such practices.

The base game will be at least as big as GTA IV, but expect more DLC this time round and probably closer to launch.
