No the main character of the game Demond Miles is a american but you don't play much as him instead you play as one of his ancestors most of the time.

But the overarching story comes mostly from Desmond's sections. Hopefully they'll include some kind of a summary of the previous games.

I don't think that will happen in this game probably once we get closer to the end of the series probably in AC 4 or 5 none of the previous games had much of summaries of what hapened in previous games.  The Wii U version of the game probably should have that since a lot of people that buy it for that platform might not be familiar with the earlier titles.
