LOL...probably because the PSV is selling so badly(less than 2M sold after 6 months of an official release); Capcom is hesitant to bring the game to the system.  Even if the attach rate is 10-15% (very high for a RE game) the game will only sell 190K-250K barely enough to make up for the investment making the game.

With that logic nobody would make any games on any console before the second year. 3DS was in a similar situation when Capcom released The Mercenaries. 

There is such a lack of competition on PSV right now it would make sense to at least port one of these games over. Attach rates are always much higher with big titles near the release of any device.
