9/10 cases, just look at the owners. They're not even fit to hold a job, let alone a dog. It's a symptom of the "broken Britain" which has come from decades of welfare living, generating a lack of respect and an "under"-culture which encourages, amongst other things, owners to buy and incorrectly train dogs to maintain a certain image.
