Assuming these number are at least pretty accurate I come to a few conclusions.

The PSP is selling much better in relation to the DS in Europe + other regions than it is in Japan or the US.

Handhelds overall are dominating Europe right now (206K sold last week to 107k combined for the big three consoles).

The PS3 and 360 are both selling poorly in relation to everything else. No PS2 numbers but I'm pretty sure if we had them they'd be higher than the 360.

The most Nintendo dominated country is France, closely followed by the UK. The most Sony friendly country is Spain. The UK is the mostly 360 friendly country though the DS, PSP, and Wii finished ahead of the 360 in every single country measured.
