Last year the government of Califnoria issued IOUs instead of paying a number of vendors... and then tried to tax said vendors based on the value on the IOUS as if they were worth money.

"We'll pay you $500 later.... but you pay me 50 now!"

 

They also tried to retrocativly reversed descisions on buisnesses zoning and tax states, requiring them to pay backtaxes and penalties that everybody previously agreed they didn't have to pay... with no new evidence given for such a reason.
