Let's go in order:

http://www.joystiq.com/2012/01/26/wii-u-getting-user-accounts-as-part-of-nintendo-network/

First comes the news that they're making user accounts for the Nintendo Network so users on the Wii U won't have their downloads tied to the console, but rather the user account.

But will they allow multiple accounts per console and will DlC content be shared for all account holders?  On PS3 content is owned by an account, but any other account on the same console as the owning account can use it.  On 360 content is owned by an account but other accounts on same console cannot use it.

You've probably already been corrected but that last line is wrong.  I have two 360's.  If I buy the game on one 360, anybody can play it regardless of which profile they use. Anybody can play them offline, too. The other 360 can download the same game and I can play it on that second 360 but only if I'm logged in online and using the same Gamertag that bought the game.
