Erm, why is Nintendo stealing my money? (update, they gave it back!)

something simliar happened to me. Once the 3ds shop was released I bought links awakening so I thought good, then I saw photodojo on the eshop and tried to buy it, my card was rejected several times but they holded $10 out from my creditcard. When I called nintendo they told me, my card was issued in costa rica and so therefore they could not accept my money, they even told me they eshop is not even available in your country at the moment so you shouldnot have access to it anyways. ;( 

You should've told them that's racist!
