Join the dots. PS2 still has a huge user base of casual gamers. X360 games only sell in low quantities. Football has a huge following, and PES is the football game in Spain. I've seen people only buy PES games every year, it's not that strange to see a PES PS2 game in the most sold games list here, and over the most sold X360 game.
Anyone who has any knowledge of the Spanish market could have expected it.
