God can read his heart and decide wether he should go to Heaven, Hell or be annihilated.

So, his final destination was determined the second he was born?

That I do not know because I am undecided wether there exists free will or if everything is predetermined. But I think your example doesn't necessitate either. If we assume there exists free will, it could be that the guy in the cage only very late in his life made a decision that God judged as rightful.

Now you may ask, what decision? I have a hard time describing it but simply put, you don't have to be put in a real life situation to prove you make the right choice in a given situation (I don't have to have a drowning baby and drowning murderer in front of me to decide whom I would to save, and I don't even have to make the conscious thought in my mind, God knows what I would decide even better than I do).
