FPS: High or Low Time to Kill (TTK)?

Ugh. If I make a game, I will make all snipers two shot kills.

Thus making Bolt-action snipers pretty much useless. Why use a Sniper that takes 2 shots (A very high ttk) instead of a full auto assault/smg/lmg that have extremely fast ttk.
