That is evidence of certain series making missteps, not the downfall of an entire side of the industry. Bioshock 2 was worse than Bioshock 1, Duke Nukem Forever was worse than the one before it, and while it pains me to say so Wipeout Vita was worse than Wipeout HD. But these are not evidence that the West's quality in games is declining, just that series will make missteps sometimes while others will continue on.
edit: on the subject of gamerankings, I've dealt with them a bit and there is no payment required for having your reviews on that site or metacritic.
