Just a different art style - kinda how SMB3 looked different to SMB (and SMB2 even more so)

They could change it I guess, but it's all subjective so it doesn't matter, I happen to like this art style a lot for example... Besides, the OP is clearly talking about graphics, not style. Notice what he says: "The grass is junk, the resolution is junk."...etc

Though that's not to say I don't see what he means, the game doesn't 'feel' like high quality to me, the same could be said for NSMBWii...etc. But this level of visuals seems sufficient, it just isn't that kind of game.

I think he's actuallt talking about both: he has repeatedly stated that he think it feels and looks "cheesy" (<---his exact wording). I'd like to see it a bit more like Galaxy really - I thought Galaxys 2D moments were great!
