As someone who has watched a lot of cop shows I have analyzed a couple key pieces of information and have come up with what's going down.
I found the first piece of evidence in the OP. When I first read it, it didn't really come across as odd:

Really, on its own this isn't really anything really special. Anyone would turn down their music to avoid getting in trouble with the cops. It wasn't until I read a later post that this bit of info struck me.
Here is the second piece of evidence:

Hmm. Now this is really odd. You have two pieces of equipment that are set up to record sound, but neither of them caught anything. Now you can just write it off as a coincidence that both of them happened to fail at the same time. But that is very unlikely.
So with these two pieces of evidence at my disposal I am left to draw one of three conclusions.
1. You are schizophenic
2. It is vampire music so it can't be recorded
3. There is a gas leak causing you and the woman two stories above you to hallucinate.
Now since have narrowed it down to just these three things. We have to reevaluate the evidence that we have and add some more in to be analyzed. I think it is safe to throw out number 2. If we look at the fact that it is quiet when the cops get to your house we have to believe that the cops would hear the vampire music in the first place. While going over your OP again I think I ruled out number 1. While it would explain why the cops wouldn't hear anything it wouldn't explain this:

Obviously if someone else is hearing the music then it isn't in your head.
And since we have eliminated the former two. We are left with the conclusion that there is a gas leak in your apartment. This would explain why the two of you are hearing it, yet the cops don't. I suggest calling your landlord to fix it.
