why do they bother making these absurd arbitrary percentage of power, it doesn't make any sense
unless they've just got the machine waiting for some stupid number of cycles, or have loads of unused ram they are taking advantage of every scrap of the machines resources
they could say that they believe the machine could be used a whole lot more efficiently, which would make sense, but as it stands they are using 100% of the machines power
