I would doubt you could but I've never had a PSP. I'd guess it's like the Vita where the PS Store only displays titles you can actually download to your Vita. You can download in advance on a PS3 and transfer the data over usb to a Vita though. Unless you are just looking to save time I would just buy games after you get your Vita. I'm not sure what advantage you are looking to obtain by buying early.
Before the PS3 everyone was nice to me :(
