OMG, what we see here? The oil production has stagnated because Putin nationalized oil industry all over the world :D Seriously speaking though, it perfectly follows world trend (well, except for 1990s gap, lol) with minor negative growth in 2008-2009 (should I explain the reasons why 2008 or that's obvious without my explanations I hope?).
