As far as I know they were working on Icarus until the last minute. Whenever Sakurai was asked if he's started working on Smash Bros. he answered that only after Kid Icarus is complete will he even think about that game. This has been said by him not only after e3, but in 2012 as well.
Either way, no point in arguing about subtleties. We both agree the studio could use a shot in the arm in the man-power department. Personally I want to see them produce games that are even less "Nintendo-like" than Icarus. Let them stretch their legs!
