It's unlikely but it is dependent on if Nintendo/AMD produce a version of the R700 with a reduced process size (which seems likely). That alone would significantly reduce the power draw of the chip.

It is pretty obvious that the WiiU will initially come with a 40nm GPU. WiiU is in manufacturing stages now, and with 28nm lines currently in the low-end yield range, and 40nm lines operating well, that is a given. Once 28nm yields are satisfactory, they will switch to a "SlimWiiU".  This GPU very likely doesn't resemble anything like an existing R700. If any company knows how to make hardware just right enough for what it is supposed to do (see Wii), it is Nintendo. I'm pretty sure Nintendo has some surprises left for the competition..

I don't doubt that. Nintendo will have optimised that GPU for their uses and probably have added some more modern elements to the chip.
