at least they're being honest >_<. DLC was always going to go this route, and the only way to change it is to not buy it. Expansion packs, required that original be good enough to warrent an expansion. Since DLC is cheap, it's an easier impulse buy.
DLC is here to stay, in both okay forms and this form, as these companies would have already quit if it wasn't profitable imo.
I sort of agree with capcom, anyone that plans dlc is essentially doing the same thing. If the DLC is planned, the game could have been delayed to fit it in. There's also no knowing how much of the DLC was done before it goes gold. Some other companies probably do delay the release of the DLC a week or 2 to make it appear that they finished it after it was released.
However, it's still shady business imo.
