Versus13 will come when (Team) Nomura gets his will to bring this game PS3 ONLY
Its not a secret the bosses talk with M$ about that game but Nomura wouldn't let the last glimmer of hope for quality under the SquareEnix Tag go to waste.
And as long as they fight > Have fun with Handheld games =)
And no - Versus13 as it is planned isn't possible on the 360 as it is on the PS3...Uncompressed,using a full BluRay,Big open World,different options to clear an area,airship,one of the best graphics ever created for INGAME and FMV,a lot of FMV scenes and all that stuff.

They are doing BS the whole Gen cause they want to appeal to the West - It isn't a secret that alot of Japanese Devs want and tried this.Only the big ones are still chasing the "dream"...Capcom with Resident Evil that is turning in to Call of Duty for the Western audience and SquareEnix that is favoring the 360 the whole Gen.
Bamco and co have gone back to favoring the Japanese and European Audience with the PS3.Suddenly they sell stuff OO
And at the iOS Game - Maybe it turns out great.
Glad its for Android - Would love to play Chaos Rings 2 on my Phone cause it is probably one of the best RPGs in this Gen.Some Smartphone games have amazing quality.
