When considering Resident Evil 4, I don't see it as the start of something, but rather as the end of something. It was the last Shinji Mikami game in the series.
Shinji Mikami is no longer the guiding force, it is like if someone wrote a Lord of the Rings sequel after JRR Tolkien was already dead.
