Specs don't go backwards because you don't want to pull the rug out from under devs. You never court more power than is actually viable in any serious way, because devs will get pissed off if they suddenly find themselves having to cut things from games they're developing on your dev-kits. It makes more sense for one to start conservatively and then edge up as you get a clearer idea of what is market-viable for your final product.
