Maybe I am too old in the game, but beat em ups used to be reserved for Streets of Rage, Final Fight, Double Dragon and other games where you spend the entire game beating up a mook army. Of which I think the upcoming Japanese Code of Princess is the only legit one for the 3DS that isn't either on the eShop or is Samurai Warriors.
But when it comes to fighters, as others have already mentioned, you have SSF4: 3D edition, Blazblue Continuum Shift 2, DOA: Dimensions and Tekken 3D. So far.
