I do think it is unfair to hoard it without exporting it. It's the fact that they (in Japan's case) threatened to pull the export entirely and that would cause severe consequences to the economy.
I'm all for them charging an export fee. I don't, however, think they should manipulate and control other economies by messing with and threatening to stop exporting something so many countries' economies depend on.
