Flat -> Small -> Normal

Perhaps, to keep everyone happy and not suggest there's any such thing as "normal" we can revise to ME3 boob and butt size = average.

You're right. Normal is a bad choice of word. That would imply all other kinds are abnormal or some how bad. Average is a far better classification.
