Most games stores ordered RE:R based on pre-order figures. The problem is that few people pre-order games Nintendo portables so it was highly undershipped. The same problem was met with the Circle Pad Pro. They based their orders on how many pre-orderd the device which was a low number as most people expected they could just walk in and buy it as with most peripherals.
The Gamestop I shop at is having to wait 2 months (from release date) to obtain another shipment of the Circle Pad Pro and the clerks tell me that this has deterred a lot of would be RE:R customers...but it would be irrelevant anyway because they don't have any copies of the game in stock either.
To sum up, sales are great for the stock allotments provided and the availability of the corresponding peripheral.
