Doesn't qualify as terrorism, as it appears his intentions wasn't to cause terror to the society. BBC says he was either drunk or had a mental breakdown, if it's the former, then he was just doing what US soldiers do best, being an asshole. (read: urinating corps, leashing and humiliating prisioners, burning copys of the Koran)
