It can come from within with the help of without.
The other thing is, it's about a movement of change, from within the global community.
About people getting stabbed across the street, we don't have those here very often. However, if I were to go to the states to help, all you arguments would be applicable to me in that western ambition too. It begs the question: Are those simply excuses for not lending a hand?
