It hasn't; VGChartz lacks a lot of data from all years prior to 2007 (well, in America at least - Japan is very solid thanks to Famitsu and Media Create). I'm assuming that the missing data is distributed evenly among publishers and consoles. This actually makes publishers like EA and Sony look even worse; rather than holding steady over the past few years, they've probably actually seen a contraction in overall software units sold.
This also serves as a bump for this excellent thread. :)
