They have Windows Live for Games (or something like that) on PC already, they're just renaming that to Xbox Live and integrating it with the Xbox.

Windows Live has almost been wiped off the face of the earth by Steam. What about those who don't have Xbox or Live subscriptions? Will they still get an account? Is this not related to online play at all?

If you don't have an Xbox Live account (not necessarily gold) or a Windows Live account, you can just uninstall it and not use it. It's not being integrated into Windows 8 any more than you can use any other service to play online.
