The highway should have some sort of ditch system between the two roads. That would prevent cars fromslipping between roads and it would prevent any rebounds off the rail. They have this system here in my area. Dozens of cars fall in the ditch every week. I'd bet it saved many lives.

That wouldn't be feasible in the UK, our roads are so cramped here. At least we have a god damn central reservation though.
