Technically, I don't even think Nintendo has one app on either Android or iOS market.  It was just a matter that they required a specific app instead of some random one this family used.  There are a few QR apps I assume on the market and they simply thought they could use anyone when that wasn't the case.

I don't think it's an app like that. Isn't this more designed Nintendo handhelds that can read QR codes. The DSi/XL and the 3DS as they have cameras.
