Basically, they've created a strain that can travel by air between mammals, just like regular flu, but keeps its 50% kill rate.
The scientists who worked on it have submited their findings to the magazine Science and the journal Nature for publication. On the other hand, the National Science Advisory Board for Biosecurity in the US say its too risky, and making it pulbic could allow it to be used for bioterrorism.
