I don't think that MS money has anything to do with XIII-2, SE know for sure that their game is going to sell well on the PS3 even if they do nothing about it, they try so hard to build a new fan base on the 360 which explain the exclusive ads / DLC.
However, I agree it is a terrible strategy , SE are abandoning their main fan base and are unable to build a new one on the 360.
