Top Dog of JRPG?...that would be a bit of a stretch now would it. 

In terms of popularity, it struck it's height only after FFVII and it has never since reached that popularity level, and that was only on the west. On Japan there isn't a single FF that holds a candle in terms of popularity (and quality) to the Dragon Quest games. 

And that's not talking about the Pokemon games, which are in a whole different galaxy xD.

I meant top dog in graphics, presentation, budget and production values among JRPGs. Dragon Quest and FF we can say its a tie in sales worlwide, Pokemon like you said  is in another level and a good example that JRPGs don't need the shiniest tech to be great.
