the people who want the game fund the game, and when it's done it's released free for everyone to share.
everyone will be happy, except the people who hate sharing their stuff with others.
my other solution would be to produce a game and make only one copy that will cost from $ 200.000 to 40 million according to it's budget, and once bill gates or someone else has bought it, the game is free to share.
