Yes, they could, and most likely will.
Rockstar was one of the 3rd parties specifically courted by Nintendo for WiiU development, it's a very easy console to port/develop for, and the game is almost guaranteed to sell over 1m copies with decent advertising, which is more than enough to recoup the dev cost (not to mention possible incentives from Nintendo, as they'd really like to have it).
It's almost certain it'll be there.
